12 POINT PROGRAM AND PLATFORM

Asian people in Amerika have been continually oppressed by the greedy, traitorous gangsters of our own communities and by the wider racist exploitative Amerikan society. We have been bombarded by the media (newpapers, T.V., radio, and schools) with false ideas about how we should accept our position in this society. They have tried to brainwash us and have even coerced us into going overseas and fighting against our own people in S.E. Asia.



But, Asian Amerikans have been fighting back against the oppression of this country ever since we first tasted the bitterness of Amerika’s racism and exploitation. The long and heroic history of the Asian Amerikan struggle inspired and strengthened us in our purpose. No longer can we endure these oppressive conditions. We cannot let our ancestors’ struggles go down in vain. We know who are our real enemies and friends and we have new strength for we are joining our sisters and brothers within this country and around the world to fight for freedom and justice against the rulers of this country.



We have tried the peaceful means of petition, courts, voting and even demonstrations. But our situation remained the same. We are not free.



We want to improve the living conditions of our people and are preparing to defend our communities against oppression and for revolutionary armed war against the gangsters, businessmen, politicians, and police. When a government oppresses the people and no longer serves the needs of the people, we have the right to abolish it and create a new one.



We are working for a world of peace, where the needs of the people come first, which is without class distinctions and is based upon the love and unity of all people.



The following 12 points are what we are fighting for:



   1. WE WANT SELF-DETERMINATION FOR ALL ASIAN AMERIKANS.

The masses of Asian people in Amerika live in ghettoes which are like small colonies. The Amerikan capitalists continually try to make profit off us by trying to alter our entire way of life for their own benefit. We want liberation from this enslavement so we can determine our own destinies.



   2. WE WANT SELF-DETERMINATION FOR ALL ASIANS.

Western imperialists have been invading and colonizing countries in Asia for the past 500 years. Amerikan imperialism, concentrating in Asia is now engaged in the most sadistic and genocidal war of aggression the world has ever seen. We want an immediate end to Amerikan imperialism.



   3. WE WANT LIBERATION OF ALL THIRD WORLD PEOPLES AND OTHER OPPRESSED PEOPLES.

People of color, Asian, Black, Brown, Red are all fighting for liberation from Amerika’s racist oppression. Millions and millions of white people are also rising up to fight our common oppressor. We recognize that only when the oppression of all people is ended can we all really be free.



   4. WE WANT AN END TO MALE CHAUVINISM AND SEXUAL EXPLOITATION.

The thousands of years of oppression under feudalism and capitalism have created institutions and myths of male supremacy over women. Man must fight along with sisters in the struggle for economic and social equality and must recognize that sisters make up over half of the revolutionary army. Sisters and brothers are equals fighting for our people.



   5. WE WANT COMMUNITY CONTROL OF OUR INSTITUTIONS AND LAND.

These institutions in our communities such as the police, schools, health, housing, transportation, sanitation, anti-pollution, and welfare must be controlled by and serve the needs of the people and not be geared to the making of money. We want an end to our community being used to make profit for outsiders, such as slumlords and tourist agencies.



   6. WE WANT AN EDUCATION THAT EXPOSES THE TRUE HISTORY OF WESTERN IMPERIALISM IN ASIA AND AROUND THE WORLD: WHICH TEACHES US THE HARDSHIPS AND STRUGGLES OF OUR ANCESTORS IN THIS LAND AND WHICH REVEALS THE TRULY DECADENT EXPLOITATIVE NATURE OF AMERIKAN SOCIETY.

The Amerikan imperialists have tried to justify their world empire by covering up the inhuman deeds they perpetrated in Asia and to the rest of the Third World. They also try to brainwash us in school with racist history which does not tell of the degradation, oppression and humiliation Asians and other Third World People have been forced to suffer in Amerika. We want to learn of the heroic and inspiring struggles Asian people have conducted throughout the world as well as in Amerika.



   7. WE WANT DECENT HOUSING AND HEALTH AND CHILD CARE

The institutions of housing, health, and child care are set up only to make money for landlords, doctors, hospitals and drug companies. We want housing, health, and child care that gives us life and not slow death.



   8. WE WANT FREEDOM FOR ALL POLITICAL PRISONERS AND ALL ASIANS.

Our Asian brothers and sisters in Amerika’s racist jails should be set free for they were not tried by their peers (other Asian brothers and sisters). Political prisoners are jailed because they fought for their freedom and basic rights as human beings. They all must be set free.



   9. WE WANT AN END TO THE AMERIKAN MILITARY.

The Amerikan military machine is butchering people throughout the world, especially in Asia. The end of the Amerikan military will be one of the greatest events in the history of the liberation of mankind. We want all Asian Amerikans exempt from military servitude.



  10. WE WANT AN END TO RACISM.

White racism has been oppressing Third World People for the past 500 years. Although we recognize and firmly support the progressive white people in the anti-imperialist struggle, we should continue to struggle against white racism on all levels. The racism towards Third World People toward each other is being broken down and a new unity is being created in our struggle against our common enemy.



  11. WE WANT AN END TO THE GEOGRAPHIC BOUNDARIES OF AMERIKA.

From its beginning, Amerika has been a robber country. It stole land by the use of armed force from native Amerikans, Chicanos and Latinos, and other peoples. Amerika can now only maintain its present boundaries both internally and externally by the threat and use of violence. We want free passage of all people to and from Amerika. The people of the world have built Amerika, and they must now determine its destiny. Amerika has also tried to blind those who live here as to the realities of socialism by restricting information from and travel to the People’s Republic of China, Cuba, Albania, North Korea, and North Vietnam. We want open boundaries and an end to immigration and emigration harassment.



  12. WE WANT A SOCIALIST SOCIETY.

What exists in Amerika today is a society where one man in order to survive must exploit his fellow man. We want a society that works for the fulfillment of human needs. We want decent housing, health, child care, employment, sanitation, and old age care. We want a society where no man or woman will die due to lack of food, medical care or housing, where each gives according to his ability and takes according to his need.

Getting Together was a newspaper published by the I Wor Kuen (IWK), a revolutionary Asian American organization. The name I Wor Kuen was inspired by the 1900 Boxer Rebellion that fought against imperialism in China. It means "Society of Harmonious Righteous Fists".

Centered in New York, IWK was made up of students, workers and activists. Some of the activities that IWK undertook included organizing a free tuberculosis testing campaign in Chinatown, fighting for a health center, opposing tenant evictions and harassment of youth and shopkeepeers, organizing Vietnam War draft resistance, and providing "Serve the People" programs.

In 1971 IWK merged with the Red Guard Party of San Francisco. IWK would later merge again in 1978 with several groups to form the League of Revolutionary Struggle.

chinatown and its problems

Chinatown is a ghetto to Chinese people like gehttoes are to Black, Spanish and other non-white peoples. There are about 40,000 Chinese people living in the Chinatown area with 6.000 more coming in each year from abroad. When these immigrants come here, there are hardly any available apartments for them to live in. An incredible majority of these people are forced to live in their relatives' homes, which, in practice. is very hazardous to the physical, material, and psychological welfare of the people of tile community.

A major health disease called TB is very common in Chinatown. TB is spread through close contact with other people. People with TB cough and spit out mucous constantly. This is commonly seen in the streets. Also many have seen their fathers gargling in the morning. The means of spreading TB is readily available when about 8 or more people live together in a 4 1/2 room apartment and the buildings are wedged togther and people in general feel like sardines. TB is not the only disease that exists in Chinatown. The nauseous stench of garbage that piles up like a long wall on the curbs not only deprives one of the right to breathe, but also makes it more possible for rats, roaches and other slimy little creatures to survive in Chinatown and to lurk in people's homes there.

The century-old tenement buildings which in violation of health codes (in this case the vast majority of the Chinatown community) are 7-stories high, without elevators, a decaying tomb where ceiling plasters are failing, walls deteriorating and crumbling, and floors which sag. This existing condition clearly shows how irresponsible the white politicians and the government are. This condition will not improve itself without the voice and active protest of such conditions. But this would be impossible without the support of the Chinatown community.

Serve The People




40,000 people-young and old, women and men, children and babies-live in Chinatown. Most of us work hard and long hours, often in uncomfortable quarters - a sweatshop, a laundry, or a restaurant. We pay extremely high city, state, and federal taxes; in addition, many of us dutifully give money to various organizations such as tongs, family associations as well. In fact, we pay out so much that after all these "taxes" and "dues", hardly any of our hard-earned money is left to take care of our daily living needs.

For all this money that we pay out, our neighborhood in Chinatown remains dirty and unhealthy (because of uncollected garbage), crowded and shabby (what else do you expect when most of the buildings were built not too many years after Lincoln's time?), and our seven elementary and junior high schools are dilapidated and so overcrowded that the schools are fire traps, and the kids there are packed like sardines. TB and other serious diseases are more widespread here than in any other neighborhood in this city. The kids from Hong King who refused to be bossed around in the schools are compelled to drop out, and find it hard to find any meaningful jobs with decent wages. So they join a gang, get into trouble, loaf and run around, or get drafted and sent across the Pacific to fight our fellow Asians (the yellow people) in Vietnam.

Where do all the taxes, dues, and money we pay out go? WHY DO THESE SHAMEFUL THINGS CONTINUE TO EXIST?

In a "democracy", the government is supposed to serve the daily needs of the people. That's what they tell us in social studies, and that's why the officials are called "public SERVANTS". But the conditions in Chinatown and the lack of even the most minimal public services tell us that as far as we Asian-Americans (Chinese, Japanese, etc) are concerned, the government does, not serve us well. (if it did, there would be clean streets without any trash or garbage, there would be up-to-date comfortable apartments with modern facilities for everyone, all the young people would have decent, dignified jobs, etc.) As far as we know from the conditions in our neighborhood, the goverment exists, not to serve us, but to serve the needs of some big-shots living in rich, White Suburbs. And as for the so-called "public SERVANTS", we know from our own experience that the only time they give a damn about the people in Chinatown is during the election period when they want us to vote for them. Public servants? These rich, white politicians? It must be a big joke!

It is not by mistake that these miserable conditions exist, not only in the New York Chinatown, but in Chinatowns across the country. To put it very frankly, these white politicians care only about themselves and their own kind (other well-off whites). They are so "superior" that they can't be bothered with the daily needs of us "Orientals" (or any other non-Whites). We Asian-American people are patient and don't complain too often or too loud. So these selfish politicians and the government take us for granted, and so far they have gotten away with a whole lot.

What is do be done? It's not simply a question of becoming "better informed", writing letters to the crooked or apathetic White politicians, or of getting more Chinese people to register and vote in elections. Those elections are rigged and phoney. anyway, so why bother? It takes a lot more than just becoming "interested" or "involved" to really change things.

The long history of the Asian people, and the experience of the black and brown (Puerto Rican and Mexican) peoples here in this country shows us the Way. The most important lesson of our own history and of these peoples is that nothing good, nothing really important happens unless the common, ordinary people themselves make it happen. We cannot expect basic improvements in our lives and in our community unless we have some POWER and use it to get the government to make the necessary improvements and/or to do what is necessary ourselves. For us- in the Chinatown, it means that what we really need is Chinese or YELLOW POWER!

Now, we don't control the police or fire departments; we have little say over the use of tax-money or the schools; the sanitation department doesn't serve our needs; we pay rent all our lives to mostly non-Chinese real estate companies and landlords; and we, or our brothers, or sons, are forced to fight in a war against Asian people. All these things are controlled and decided mostly by well-off white people who live outside of our community. It's as if we Asians (Chinese) in Chinatown are living in a colony controlled by foreigners (the rich, outside whites). In fact, Chinatown is not only a ghetto, but a colony of sorts. What we have to do is begin to gain power to run our own community. That means, for example, if the city sanitation department is unable or unwilling to do the job that we pay them for (through the taxes), then we say good-by to the largely white city sanitation department, and take back our money from the city and do it ourselves! The same with medical, welfare, educational, anti-poverty and other services that the city is supposed to provide us with the taxes that we pay. We've got to take back what's ours, and serve our own needs by our own efforts. We'll do it much better and cheaper, too. But, in order to achieve this objective of self-determination of Asian-Americans, and the total community control of all the public services in Chinese community, we must get ourselves really together and build our Chinese-YELLOW POWER.

As a first step in this long struggle for Chinese Power, a group of us have begun a series of programs that serve the needs of our people. These include: 1) regular publication of this community paper in which we would exchange ideas and experience to help us achieve Chinese people's power; 2) free health-care program to inform and educate our people about the various health hazards common in our neighborhood, and also to meet some important health needs of the Chinese people (especially in the area of TB prevention and detection, and Vitamin deficiencies); 3) Chinatown Draft Help to inform our brothers about how they could lawfully get out of the draft and the Army so that they wouldn't have to fight or die in this stupid, useless, racist war in Vietnam. Since most of us are young, and none of us rich, we'll have to work really hard and use every bit of our Asian ingenuity to get these programs going. These programs can succeed and expand only if you become actively involved in them.

We are not a bunch of "do-gooders" out to save somebody else; we only know that our own freedom and happiness are tied-in with the freedom and happiness of every Chinese and every Asian person. We are not going to turn ourselves into a bureaucratic agency to hand out charity; our programs will be the beginning blocks of the movement for Chinese, YELLOW POWER. We are not out to demand this phoney reform or that, but to fight for the total self-determination of the Asian people in Chinatown. Our programs are a step on a road of thousand-li that leads to the freedom and power for all non-white (YELLOW, BROWN, BLACK) peoples of this community.

Huey Newton and Bobby Seale of the Black Panther PartyOn December 4th, 30 Chicago cops laid a night-time ambush, and murdered two Panther leaders. One of the murdered Panthers was Fred Hampton, the 28-year old chariman of the Illinois Black Panther Party. A few days later, 300 cops launched a massive attack on the Los Angeles office of the Panthers, using such weapons as dynamite, machine guns, and tear gas grenades. The 11 Panthers inside the office heroically kept up their resistance for five long hours!

These two are the latest in the series of vicious police raids against this black people's organization. In the last year and a half, more than 30 Panther leaders and members have been murdered, and hundreds have been jailed, mostly on trumped-up (fake) charges. Why is it that the cops and rich white politicians are so afraid of the Panthers that they are trying to eliminate them by murders, ambushes, and a whole lot of jailings?

The Black Panther Party was born in 1966, after the black people struggled for their freedom and equality for ten long years peacefully. During that time, they followed the leadership of "non-violent" persons such as Dr. Martin Luther King who believed in- the Christian- philosophy of turning the other cheek when some prejudiced (racist) whites beat you up. The black people tried to attain freedom and equal rights by praying, sit-ins, peaceful marches, and voting campaigns. They were ignored, insulted, beaten, jailed, burned, attacked with water hoses and electric cattle prods and police dogs, and often killed. (Many leaders were killed including Malcom X, Medgar Evers, and Dr. King himself, as you will remember.) There were little reforms here and there (like the low-paying summer jobs for the kids), but poverty, discrimination, racial insults, and police brutality still continued. So the Panthers who followed the ideas of Malcolm X said to the black people: "This is all wrong. When the white racists or the cops attack us, we should defend ourselves, by whatever means necessary. We should be proud as black people, be proud of our blackness and of our struggle as slaves. What a proud people should do when attacked without a good reason, is to fight back and teach the aggressor a lesson so that he won't bother you."


So they started a program which encouraged the black people to pick up the gun, in order to defend themselves and their homes. And under our constitution, every person has the right to own a gun and to defend himself. They also began several programs to serve the needs of poor black people whose welfare was completely neglected by the government which works, as we know, mostly for the rich. (And very few black, or yellow, people are rich.) As the Panther ideals of black pride, black self- reliance, black power, and black army for self-defense spread to more and more black people and became very popular, the rich whites, their flunky politicians, and their cops got uptight, fearing that the black people would begin to show some of their power with the leadership of the Panthers. So at first they spread false rumors and evil gossip, trying to make people think that the Panthers were a bunch of bad trouble-makers. This trick didn't work, because the blacks saw that the Panther programs like FREE CLOTHING, FREE HEALTH PROGRAM, FREE BREAKFAST FOR CHILDREN, LIBERATION SCHOOLS, and PEOPLES POLICE PATROL (to make sure that police brutality wouldn't happen) not only did not harm the people, but helped to meet various needs of their daily life. Since this dirty campaign of big lie failed to destroy the Panthers, cops and the rich white politicians are now trying to destroy them by sneaky ambushes, murders, jailings, etc, etc.



The Panthers are not the only non-white organization under vicious attack by the white cops. The Spanish people's organization called the Young Lords is also facing the same brutality. Two weeks ago, 13 Young Lords were beaten up uptown while they were trying to speak to the Spanish people in a church. Also on the West coast, 20 Chinese and Japanese students of the University of California at Los Angeles (UCLA) were arrested and beaten while demanding a program in which they could learn the history and the culture of their own people.

The rich whites who run this country think that by putting down these non-white peoples organizations, we are going to get even more scared and let them run our lives. They are wrong: for every Panther murdered by the police, there will be five more new, young Panthers who are awakened and made angry by this brutal act and fight back. The same with the Young Lords. And the same is true of us Asian-Americans (Chinese, Japanese, Koreans, etc.). As long as there is poverty in Chinatowns across the country, as long as there is unfair treatment and discrimination, as long as there are those racial insults, as long as the white soldiers are sent to murder thousands of innocent Asian women, old people, children, and babies (let's remember the Songmy massacre as long as we live), as long as white people think of us as "gooks," "dinks," "slope-eyed," and "chinks," as long as any of these things continue to exist there will be Yellow People in this country who will fight for decent lives, no matter what the consequences or the threats may be.
