Premier Chou Reiterates: The U.N. Must Be Thoroughly Reorganized and Transformed

Speaking at the banquet given on June 24 by the diplomatic envoys to China of several African states in honour of visiting Zambian President Kaunda, Premier Chou En-lai once again strongly denounced U.S. imperialism and Soviet revisionism for using the United Nations to carry out extensive collaboration. He reiterated that the United Nations must correct its mistakes and must be thoroughly reorganized and transformed.
The Premier extended his greetings to the fighting people of the Asian and African countries, and expressed his thanks to the many friendly countries in Africa and Asia which had taken the just stand of supporting the restoration of China's legitimate seat in the United Nations and opposing the "two Chinas" plot. He reiterated that the United Nations must correct all its past mistakes; it must be thoroughly reorganized and transformed, its power politics must be smashed, and equality among all the nations, big and small, must be realized. Many friendly Asian and African countries could wage struggles inside the United Nations while China carried out struggles outside it for this purpose. If this goal could not be reached, then the possibility would increase daily for the establishment of a new, revolutionary United Nations.
 Premier Chou said: "In order to achieve complete victory in the struggle against imperialism, the oppressed peoples and oppressed nations in Asia and Africa must first and foremost rely on their own efforts, and secondly on mutual support among the Afro-Asian peoples. The people of Asia and Africa must never place their hopes for their own liberation on the 'sensibleness' of imperialism, modern revisionism or their flunkeys. Johnson and Kosygin are working out a dirty deal, the result of which will never satisfy the just demands of the Arab people, but will probably continue to damage and sell out the interests of the Vietnamese people and will surely continue to oppose the interests of the Chinese people and the revolutionary people in the rest of the world. The people of all countries, those of Asian and African countries above all, must heighten their vigilance against the use of the United Nations for extensive collaboration by U.S. imperialism and Soviet revisionism,"
